There are multiple levels. All participants start off at level 1- which contains a certain amount of cards. Every time you duel or participate in a major plot event (what defines a major plot event is defined by the admins) you gain 10 exp. Once you get a certain amount of exp, you "level up" and unlock all the cards on the next level.
There are a few notable things- first of all being that the the cards at the levels are fluctuating and subject to change. If the cards are changed, you obtain all the new cards immediately and can no longer use the old cards. I will always post before I change them.
Second is that you should not reply to this post yourself. Instead, ask an admin to reply for you so that they can set it up.
Also if you want an extra deck card to be added I will do my best to add it in at the level it deserved to be added. I will not just a broken card at an easy lv.
